SCORM eLearning Development Guide

SCORM solves a technical packaging problem, not the learning-design problem. A successful module still needs clear objectives, useful content, sensible assessment and robust testing in the target LMS.

Define the behaviour or knowledge outcome

Start with what the learner needs to know or do differently. Avoid turning a policy document into a sequence of slides. Use the learning objective to decide what content, scenarios and assessment are actually required.

Storyboard before building

A storyboard lets subject-matter experts review structure, wording, interactions and assessment before development effort is locked in. It also creates a useful source document for future updates.

Keep navigation predictable

Learners should understand where they are, what is required and how to continue. Forced interaction can be useful when it supports learning, but excessive clicking often creates frustration without improving retention.

Use scenarios for operational learning

Safety, compliance and process training often benefits from realistic decisions rather than knowledge recall alone. Present a situation, ask what the learner would do and explain the consequence of each choice.

Design assessment around the objective

Assessment should test the knowledge or decision the training is intended to establish. Define pass mark, attempts, feedback and whether completion depends on viewing content, passing an assessment or both.

Set SCORM completion rules carefully

Completion and success status can behave differently across authoring tools and LMS platforms. Confirm how the package reports completed, passed, failed and incomplete states, including resume/bookmark behaviour.

Test in the actual LMS

A package can work in a SCORM test environment and still behave differently in the production LMS. Test launch, bookmarking, completion, score, browser compatibility, mobile behaviour and reporting before release.

Consider accessibility and device use

Use readable text, captions, keyboard support, appropriate contrast and responsive layouts. If frontline workers learn on tablets or phones, design and test for those devices rather than assuming desktop use.

Plan version control

Document course owner, source files, version, release date and review cycle. When content changes, decide whether existing learners need retraining and how previous completions will be treated.
